US agency backs Africa digital infrastructure with up to $155 million WIOCC investment
A major investment in WIOCC
On 16 September 2026, the U.S. International Development Finance Corporation announced an equity investment of up to $155 million in WIOCC. The investment is being made alongside Vision Invest and the African Finance Corporation and is intended to strengthen digital infrastructure across Africa.
Networks behind the digital economy
Headquartered in Johannesburg, WIOCC operates subsea cables, fibre networks and data centres in more than 30 African countries. Its open-access, carrier-neutral platform provides wholesale connectivity and related services. These networks are increasingly important for cloud platforms, artificial-intelligence services and cross-border digital commerce.
Strategic infrastructure
The deal arrives as governments and companies seek more local capacity and a broader range of technology suppliers. Funding alone will not solve affordability, power or last-mile access challenges. It does show that African connectivity networks are becoming strategic assets for the global digital economy.
